This paper reviews the historical accounts of the Royal Air Force (R.A.F) experiences in air policing during the interwar period, 1919-1939. It analyzes the evidence from the view of operational doctrine and applies an in-depth look at the basic tenets of R.A.F. air policing campaigns. It seeks to answer the question: to what doctrine did air commanders subscribe? It further analyzes the development of air policing tactical doctrine throughout the interwar period. It summarizes the conclusions and then offers this insight as it may apply to contemporary operations. This work seeks to provide an insightful view of the British experience and attempts to explain what has never been explained before, namely “how” air policing worked from the vantage point of those who conducted it. By tracing the R.A.F. operations during the more significant air policing examples and looking at the indigenous response, it describes the actual operational mechanism at work....

In this thesis, we propose a new manner of targeting economies—a holistic approach that accounts for the linkages between infrastructure elements and their resultant synergies. We first establish a theoretical foundation for targeting based on complexity science. This discipline examines the nature of complex, interconnected systems such as economies. Next, we demonstrate that economies are indeed highly interconnected systems. These linkages cannot be ignored in the targeting process. Finally, we tentatively propose a computer algorithm capable of targeting multiple, interacting infrastructure elements. The technique employs a genetic algorithm coupled to standard industrial analysis programs. When implemented, this computer technique should dramatically improve the effectiveness of economic targeting....

The purpose of this thesis is to determine which form of airpower will best serve American power projection requirements as we approach the turn of the century. It examines three forms of airpower: carrier air, long-range combat air (B-2), and theater air (i.e., F-15, F-16, and EF-111). One of the United States’ greatest military advantages is rapid global mobility. The Civil Reserve Air Fleet (CRAF) provides a crucial supplement to the military’s mobility resources in time of war or national emergency. The proliferation of man-portable air defense systems (MANPADS), however, poses a growing threat to the CRAF and its critical airlift capacity. In this study, Lt Col Glen Downing describes the US government’s historical and potential future uses of the CRAF during contingency operations. He examines current CRAF policies, the operating environment, and the MANPAD threat, describing the negative consequences of the shoot down of a CRAF airliner. Positing several options to counter the threat, he analyzes each following the parameters of unit cost, operating cost, funding sources, insurability, and crew training. In Preventing Catastrophe: US Policy Options for Management of Nuclear Weapons in South Asia, Lt Col Martin J. “Marty” Wojtysiak, USAF, proposes a response to the dangerous proliferation of nuclear weapons in India and Pakistan. This paper highlights the threat in “The Nuclear Catastrophe of 2005,” a gripping projection of the worstcase scenario on the current realities of the Indian subcontinent. Written a year after the “catastrophe,” it vividly describes the events leading up to the disaster as well as the grim aftermath of a South Asian nuclear war. The remainder of the paper looks at US regional objectives and suggests how they might be achieved. Having flown in a single-seat cockpit more than 14 hours deploying to Southwest Asia, I am familiar with the negative effects of long duration flights as well as the impact transmeridian sorties have on an aircrew’s circadian rhythm. Any attempt to make that experience less painful for the aviators climbing into their jets during future deployments deserves pursuit and further investigation. Unfortunately, a great deal of the information available for the operational aircrews is either underemphasized at best or totally ignored by the personnel that the data is intended to support, the aviators. Typically, fatigue and circadian rhythm disruption are assumed as “necessary evils” that aviators have no choice but to accept. Yet fatigue can be a significant factor in terms of performance degradation and must no longer be overlooked. I have amassed the most current research regarding fatigue and its associated countermeasures, and I strongly recommend both commanders and aircrews apply the information presented in this research paper if they are to continue to safely meet the challenges of an Expeditionary Aerospace Force....

However, Poland accepted the challenge of building a capable air arm for NATO as it began to reform its political system, modernize its air force, and strengthen its economic system to support air force modernization. This study analyzes the way the Department of Defense currently funds the Defense Transportation System (DTS). The central question that this study attempts to answer is does the current decentralized, service-centered, budgeting process optimize national mobility capabilities or would centralized budget authority, under United States Transportation Command (USTRANSCOM), offer greater potential for balancing mobility capabilities and requirements? To answer this question this study examines the current process employed to maintain the DTS and comparing the current system to one possible alternative: US Transportation Command Budget Authority. The study accomplishes this by first describing the objective of the budgeting process, which is to balance limited lift capabilities against demanding requirements, and follows this description of the “transportation balance” with a brief description of the DTS. Since the end of the Gulf War, the debate over whether there should be a separate space service, equal with the Air Force, Army, and Navy, has grown in proportion to the indispensable value of space operations to our nation’s defense. Increasing dependency on space-systems is a fact of military life. In this well-documented essay, Col Michael C. Whittington compares the leading arguments for a separate space force to the cogent arguments for an independent air force made by airpower advocates during the interwar years of 1920–1940. The airpower issues in 1920 and the space power issues of today are strikingly similar, revolving around four key issues: leadership, doctrine, technology, and funding. The irony, of course, is that these arguments, which helped create an independent air force in 1947, are challenged by many within today’s Air Force leadership, which leads Colonel Whittington to ask, “If they were cogent in 1920, would they not be relevant today?”...

Lack of investment in future agile combat-support technologies could lead to a strategic surprise that diverts military attention and resources from critical air, space, and cyber operations. Looking to the national security environment in 2030, this research explores one technology—the microbial fuel cell (MFC)—that gives life to self-contained facilities decoupled from vulnerable supply lines and infrastructure networks. MFCs can dispose of waste (sewage, food scraps, gray water, etc.) while producing clean water (up to 70 percent of required volumes) and power (up to 600 watts per person). Using relevance tree methodology, the research concludes that USAF research and development investment alone will not bring MFCs to fruition. This paper explains why the Iraqi performance in Desert Storm was predictable: Nonindustrialized, third world nations are incapable of fielding a decisive, conventional air force. To illustrate the point, this essay studies Iraq’s performance in the war against Iran. During the conflict, the Iraqi air force obtained all the equipment and training money could buy, but after eight years of combat experience it still made only minor contributions in a war effort against an equal foe. The in- ability of third world nations to independently organize, train, and equip air forces to decisive levels is inevitable.
