Information technology (IT) and its gadgets provide no allure. They are neither a marvel nor a toy but exist solely to help get something done. This impassive attitude allows me to avoid capability hype with what IT can do and ask “So, what does IT really do for me?” This attitude is partly due to my mechanical engineering background and to the practical systems engineering philosophies instilled in me by my father. I have successfully exploited IT capabilities to perform engine cold-start analyses, design coal crushers, train missile crews, simulate radar satellite constellations, track satellite parts and construction practices, and create intelligence fusion software. But with each success made possible through IT came scores of frustrations that sprang from IT solutions. While writing this paper I came to realize that this frustration comes from man having to manipulate IT rather than applying it as an extension of oneself. Recent airpower operations revealed a deficiency in the United States Air Force’s (USAF) ability to precisely attack mobile targets at standoff ranges with minimal collateral damage. Future airpower operations will be executed in politically sensitive strategic environments and thus will require the ability to precisely destroy mobile targets that may have been strategically placed by an adversary in areas with a high risk of collateral damage. Current air-to-ground guided weapon systems, including man-in-the-loop guidance weapon systems, have limited “collateral reduction” capabilities; and future autonomous precision standoff weapon systems may increase the risk and uncertainty associated with collateral damage due to technology limitations. Air Force Smart Operations for the Twenty-first Century (AFSO 21) is the Air Force’s initiative to recapitalize funds by maximizing value and minimizing waste in operations. This paper identifies potential failure points associated with the changing Air Force culture. Overall, the Air Force’s change plan appears to be proceeding according to schedule. However, it does not appear that the Air Force is adequately planning for a long-term sustainment of AFSO 21. Having flown in a single-seat cockpit more than 14 hours deploying to Southwest Asia, I am familiar with the negative effects of long duration flights as well as the impact transmeridian sorties have on an aircrew’s circadian rhythm. Any attempt to make that experience less painful for the aviators climbing into their jets during future deployments deserves pursuit and further investigation. Unfortunately, a great deal of the information available for the operational aircrews is either underemphasized at best or totally ignored by the personnel that the data is intended to support, the aviators. Typically, fatigue and circadian rhythm disruption are assumed as “necessary evils” that aviators have no choice but to accept. Yet fatigue can be a significant factor in terms of performance degradation and must no longer be overlooked. I have amassed the most current research regarding fatigue and its associated countermeasures, and I strongly recommend both commanders and aircrews apply the information presented in this research paper if they are to continue to safely meet the challenges of an Expeditionary Aerospace Force....

This study seeks to answer the question, “If a joint force air commander finds it useful or necessary to operate at the theater level and one level below with mission-type orders or requests, what are the preconditions that must exist in order to make such a partially decentralized command system work?” To answer this question, the study examines theoretical perspectives on command and control,including those of Napoléon, the Germans, the Israelis, and former fighter pilot John R. Since the end of the Gulf War, the debate over whether there should be a separate space service, equal with the Air Force, Army, and Navy, has grown in proportion to the indispensable value of space operations to our nation’s defense. Increasing dependency on space-systems is a fact of military life. In this well-documented essay, Col Michael C. Whittington compares the leading arguments for a separate space force to the cogent arguments for an independent air force made by airpower advocates during the interwar years of 1920–1940. This study analyzes and assesses the changes in organization and structure of the active Air Force and ANG fighter maintenance units from the time the ANG became a separate reserve component in 1946 to the present-day organization, paralleling it with the active Air Force. It takes the reader from the ANG maintenance unit's beginning, through the changes that occurred over the years and the reason for the changes, to the present day organization.
