Welina mai! Welcome to the inaugural issue of Hulili, a multidisciplinary, peer-reviewed journal on Hawaiian well-being. The word hulili is defined as “ladder, bridge, as to scale a cliff or cross a gully” (Hawaiian Dictionary, Pukui & Elbert, 1986, p. 89). Our vision for Hulili is to create a multidisciplinary forum for current research that examines the nature, needs, and strengths of Hawaiians, their families, and their communities. We believe that through collaboration and critique, Hulili will foster new connections and shared insights and mobilize greater Hawaiian well-being. The seeds of this work were planted last year at Kamehameha Schools’ first annual research conference on the education and well-being of Hawaiians. The Policy Analysis & System Evaluation (PASE) department at Kamehameha Schools planned and hosted the three-day event that brought together researchers, educators, and other professionals from various fields dedicated to improving Hawaiian well-being. The primary focus of this study was the conducting of oral history interviews with individuals familiar with lands of the study area. The interviewees were born between ca. 1905 to 1936, and nearly all of them are tied to families with generations of residency in the Halelea-Napali region. A few interviewees, not born in the area, have personal knowledge of the lands, ocean and families of the region, dating back to the 1940s. All but one of the interviewees were brought up in families that worked the lands and fished in the traditional Hawaiian system, observing ancient customs and beliefs, and most fished as a means of survival and sustaining their families. Their recollections and descriptions of practices, span their own life-times, and draw on the knowledge and expertise of their own elders, dating back to the 1850s, and include references to native beliefs, traditions, customs and practices associated with land use and residency; the locations of fisheries and types of fish caught; and observations about the changing conditions of the resources....

In i870, the kingdom of hawaii faced a challenge: as a result of often poor surveying during the mahele process in the 1840s and 1850s, land records were chaotic. Uncertainty over boundaries and land ownership was a major hindrance to real estate sales, taxes, and the development of the kingdoms economy. Under the direction of the young William DeWitt Alexander, a new government agency was established to take charge of surveying and mapping operations in the country. The Hawaiian Government Survey (1870—1900) was an ambitious undertaking for the period. Although comparable agencies were well established in Europe by then, even the United States had not yet created an agency whose mandate was to map the entire country. Combining the best of a classical education, a pragmatic approach to problems, and a willingness to tackle rugged outdoor work in often miserable conditions, W. D. Alexander succeeded in shaping his small but dedicated staff into a mapping agency that achieved a remarkably high standard of proficiency. By the late 1860s, private land ownership had replaced the traditional Hawaiian land tenure system, with profound and far-reaching effects on Hawaiian society. In the traditional Hawaiian system land was not owned outright by anyone but was held in stewardship for all the people by the alii ai moku, the highest ranking member of society. The alii ai moku granted the use of specific pieces of land to high-ranking alii (often referred to as chiefs), who in turn assigned parcels to be used by lesser alii or to individual families. The makaainana, or common people, paid rent to those above them in the hierarchy by giving a portion of the produce from their gardens and other resources gathered from the land and the waters and by contributing labor to projects for the common good. Recipients of such benefits kept some and passed the rest up the social and political chain. Beginning with the traditional history of the great chief ‘Umi and ending with the death of Kamehameha III in 1854, this volume covers the rediscovery of the Hawaiian Islands by Captain James Cook, the consolidation of the Hawaiian Kingdom by Kamehameha I, the coming of the missionaries and the changes affecting the kingdom during the first half of the nineteenth century. Originally, this history was written by Kamakau in Hawaiian as a series of newspaper articles in the 1860s and 1870s. The English translation is primarily by Mary Kawena Pukui. It offers more than a record of past events. It presents a scholarly interpretation of those events by a Hawaiian historian writing for Hawaiians about their culture and disappearing customs. The Journal grew from 1,000 copies to 3,500 copies per issue over a period of six years. Within the last decade, the U.S. Census Bureau has continued to take great strides to ensure adequate representation of Native Hawaiian issues among their various data products. For the first time in history, individuals could select more than one race for Census 2000. This meant more accurate counts for Native Hawaiians, who could now be separated from the category, “Native Hawaiian and Other Pacific Islander” (NHOPI) by being counted as Native Hawaiian alone or in combination with other races. According to the U.S. Census 2000 data, there are approximately 401,162 Native Hawaiians in Hawaii and on the continent. In the State of Hawaii alone, there are over 239,655 Native Hawaiians, representing 60% of the total population of Native Hawaiians in the United States. A quantitative assessment based on the World Bank’s Doing Business indicators from 2009-2010, the latest data available, shows APEC is making good progress toward the 5 percent interim improvement target by the end of 2011. In the absence of 2011 data in September and early October 2011 when this report was completed, this interim assessment uses a pro rata benchmark of 2.5 percent to evaluate APEC’s progress. The interviewees were born between the 1890s to 1950s, and all shared personal knowledge—either in native beliefs, traditions, customs and practices; the locations of, and types of fish caught; or about the changing the conditions of the resources—in Hawaiian fisheries. The early interviews are taken from notes recorded and expanded by Maly as early as 1975, with excerpts from recorded interviews dating from 1996 to 2002. The interviews conducted specifically as a part of this study date from late 2002 to late 2003. All of the formal recorded interviews were transcribed1 and the draft transcripts returned (with the recordings) to the interviewees. Follow up discussions were also conducted in review of the drafttranscripts, and the review process sometimes resulted in the recording of additional narratives with the interviewees, and modifications to the interview transcripts. Following completion of the interview process, all of the participants in the tape recorded interviews gave Maly their permission to include the interviews in this study, and for future reference of the documentation by Maly—some releases were given by signature, and others by verbal agreement. In requesting permission for release from the interview participants, Maly followed a general release of interview records form (Figure 1, at end). The Kumulipo (“Beginning-in-deep-darkness”) is the sacred creation chant of a family of Hawaiian alii, or ruling chiefs. Composed and transmitted entirely in the oral tradition, its two thousand lines provide an extended genealogy proving the family’s divine origin and tracing the family history from the begging of the world. This chant remains as an authentic work or primitive literature. Moreover, it is one of the principal sources of information on Hawaiian mythology, early culture, political structure, and way of life. Twenty years have passed since the publication of Martha Warren Beckwith?s translation and extended annotation of the Kumulipo, a Hawaiian cosmogonic and genealogical chant. When it appeared in 1951 she was celebrating her eightieth birthday. Except for one or two brief notes published during the remaining eight years of her life, the book about the Kumulipo was her last publication. It was the crown of over forty-five years of intensive research in the folklore of many parts of the world, but particularly of the Hawaiian Islands where she had grown up. The preparation of the book occupied most of her time after her retirement from Vassar College in 1938. There she had spent eighteen years as research professor in the Folklore Foundation established for her by her childhood friend, Annie M. Alexander, to whom the translation of the Kumulipo is dedicated. However, she had begun research on the chant before 1938. Facsimile of the 1st Edition: Manual of Style The history of The Chicago Manual of Style spans more than one hundred years, beginning in 1891 when the University of Chicago Press first opened its doors. At that time, the Press had its own composing room with experienced typesetters who were required to set complex scientific material as well as work in such then-exotic fonts as Hebrew and Ethiopic. Professors brought their handwritten manuscripts directly to the compositors, who did their best to decipher them. The compositors then passed the proofs to the “brainery”—the proofreaders who corrected typographical errors and edited for stylistic inconsistencies. As early as the 1820s, introduced cattle, sheep, goats, and wild dogs had made their way up to the mountain lands, and were bothersome to those who traveled the aina mauna. In 1834, Scottish naturalist, David Douglas was killed by a wild bullock at Keahua-ai (now called Douglas Pit or Kaluakauka), near the boundary of Humuula and Laupahoehoe. By 1850, the natural-cultural landscape of the aina mauna was being significantly altered by the roving herds of wild bullocks, sheep and other ungulates, and ranching interests were being formalized in the region. In 1857, the Crown and Government mountain lands of Humuula and Kaohe—including the summit of Mauna Kea—were leased to Francis Spencer and the Waimea Grazing and Agricultural Company, which established ranching stations and operations around the mountain lands. Portions of the land of Piihonua were leased to native bird hunters in the middle 1860s, and subsequently to native and foreign bullock hunters. As a result, Humuula and the larger aina mauna have been intensively ranched for more than 150 years....
