Excerpt: To better draw upon expertise of the environmental academic community, EPA created the Science to Achieve Results (STAR) Program of peer-reviewed, mission-driven extramural grants. The Agency is also working with the National Research Council to identify emerging environmental issues for which we must begin planning the necessary research. EPA=s research program will increase our understanding of environmental processes and our capability to assess environmental risks B not only to human health, but also to ecosystems.
