Excerpt: Research, Development, Test, and Evaluation: Research, Development, Test, and Evaluation, Defense-wide ... $770, 000, 000 Division B, Title I, Chapter 1, Section 102 of P.L. 105-277, the Omnibus Consolidated and Emergency Supplemental Appropriations Act, 1999, provided $1.0 billion in emergency funding to the Department of Defense for missile defense activities contingent upon the President submitting a budget request to the Congress and designating the entire amount requested as an emergency requirement. None of these funds have yet been designated as an emergency requirement and made available. At this time, $770.0 million is required to support critical missile defense development efforts.
