Excerpt: In accordance with provisions of P.L. 105-277, the Omnibus Consolidated and Emergency Supplemental Appropriations Act, 1999, I hereby request the following: Federal Emergency Management Agency (FEMA) Disaster relief: $453, 000, 000 Small Business Administration (SBA) Disaster loans program account: $65, 000, 000 These funds will allow FEMA and SBA to provide immediate assistance to victims of severe winter storms in Alabama, New York, and Indiana, and recent tornadoes in Tennessee and Arkansas. Funds will also be used for requirements resulting from previously declared disasters and from anticipated disaster activity in the remaining months of the current fiscal year. I hereby designate the above requests as emergency requirements pursuant to section 251(b)(2)(A) of the Balanced Budget and Emergency Deficit Control Act of 1985, as amended. The details of these actions are set forth in the enclosed letter from the Director of the Office of Management and Budget. I concur with his comments and observations.
