1. Introduction Over the last ten years the World Health Organization (WHO) has widely promoted the concept of Community-Based Rehabilitation (CBR). In the Joint ILOAJNESCOIWHO Position Paper on Community-Based Rehabilitation for and with People with Disabilities (1994), the CBR programme is described as follows: ... Community-based rehabilitation is a strategy within community development for the rehabilitation, equalization of opportunities and social integration of al1 people with disabilities. CBR is implemented through the combined effort of disabled people themselves, their families and cornmunities, and the appropriate health, education, vocational and social services.
