Excerpt: After a six-month suspension, inter-Korean government-level talks were resumed in Seoul, and North and South Korea agreed to exchange visiting groups of separated families and relatives and to promote economic cooperation in various fields. (See the joint communique on page 2.) The 5th round of inter-Korean ministerial talks were held in Seoul from Sept. 15 to 18 between the North side delegation headed by Kim Ryong Song, senior councilor of the D.P.R.K. Cabinet, and the South side delegation headed by Unification Minister Hong Sun Yong.
