INTRODUCTION An intercountry workshop on Strengthening M i n i s t r i e s of Health f o r Primary Wealth Care, organized by DANIDA and WHO and hosted by Botswana, was held i n Gaborone from 29 July to 6 August 1985. The HollouraLie Minister of Health, M r Balopi, welcomed p a r t i c i p a n t s sayin& t h a t Botswana was committed to the goal of Health f o r A l l by the Year 2000 and that his Ministry was loohing forward t o suggestions a s t o how ma~or organizational problems i n the implementation of primary health care could be overcome. In his opening address, the Honourable Minlster f o r P r e s i d e n t i a l A f f a i r s and Public Administration, M r Kedikilwe, s t a t e d t h a t the subject of strengthening m i n i s t r i e s of h e a l t h was broad and extremely important and commended DANlDA ana Who f o r the preparatory work tkat had been carried out. Two years ago, the Government of Botswana decided to carry out an organization and methods review i n a l l ministrleb. The Mlnistry of Health had been the f i r s t to request a review, considering chat a change i n its s t r u c t u r e would help I n the implementation of primary h e a l t h c a r e .
