This study analyzes the need for changes to NATO airpower doctrine to reflect current Post–Cold War realities. NATO air doctrine does not yet reflect the actuality of today’s operations, nor does it anticipate the probable future employment of NATO’s airpower. Out–of–area operations and PFP participation in NATO operations will have profound effects on combined doctrine, training, organizational structures, exercises and employment of forces. NATO’s tactical doctrine revision process served the alliance well during the Cold War. But today, the international environment has drastically changed: both the nature of the threat and the use of NATO airpower during conflict have changed. The current doctrinal revision process has proven too slow and cumbersome to provide adequate direction for air strategists during ongoing operations. Air Force Smart Operations for the Twenty-first Century (AFSO 21) is the Air Force’s initiative to recapitalize funds by maximizing value and minimizing waste in operations. This paper identifies potential failure points associated with the changing Air Force culture. Overall, the Air Force’s change plan appears to be proceeding according to schedule. However, it does not appear that the Air Force is adequately planning for a long-term sustainment of AFSO 21. There is still time for Air Force senior leadership to correct the system’s alignment and put AFSO 21 on track for long-term sustainment. This study analyzes the concept of using expendable remotely piloted vehicles (RPV) for strategic offensive airpower. The author first outlines the historical base of the larger category of unmanned aerial vehicles (UAV). The assessment of this background is that limited UAV development is primarily due to circumstantial historical events, including lack of user support, as opposed to techno-logical restraints. Second, the author addresses strategic offensive airpower. Airpower provides unique advantages to a strategic offensive force. Finally, the author presents a notional scenario involving conceptual expendable RPVs. Having flown in a single-seat cockpit more than 14 hours deploying to Southwest Asia, I am familiar with the negative effects of long duration flights as well as the impact transmeridian sorties have on an aircrew’s circadian rhythm. Any attempt to make that experience less painful for the aviators climbing into their jets during future deployments deserves pursuit and further investigation. Unfortunately, a great deal of the information available for the operational aircrews is either underemphasized at best or totally ignored by the personnel that the data is intended to support, the aviators. Typically, fatigue and circadian rhythm disruption are assumed as “necessary evils” that aviators have no choice but to accept. Yet fatigue can be a significant factor in terms of performance degradation and must no longer be overlooked. I have amassed the most current research regarding fatigue and its associated countermeasures, and I strongly recommend both commanders and aircrews apply the information presented in this research paper if they are to continue to safely meet the challenges of an Expeditionary Aerospace Force....

The concept of “deep battle” was formally introduced to US war fighters during the early 1980s through the US Army’s AirLand Battle doctrine. As envisioned by Air Force and Army leaders, the initial purpose for the deep battle was to delay and weaken Soviet second and follow-on echelons during a European conventional war. This study asks how effectively has the USAF incorporated the concept of effects-based operations into its procedures for targeting and combat assessment. To answer this question, the study defines effects-based targeting, asserting that commanders should direct airpower against targets in ways that produce specific, predetermined, military, and political effects. This study explores the historical development of effects-based targeting theory and then conducts a focused comparison of four major air operations—Pointblank, Linebacker II, Desert Storm, and Allied Force—in order to survey US airpower’s actual combat experience with regard to effects-based operations.
