Experiences in Operations Desert Storm and Allied Force highlighted a significant weakness in the USAF’s ability to engage time-critical targets. The weakness stems from airpower’s inability to employ force quickly and kill an emerging target before it disappears back into hiding. USAF’s engagement sequence, called the kill chain, is not fast enough to detect, locate, identify, and engage the target. CAS has been a heavily debated topic within the services for decades. The author contends that urban terrain has become the preferred battlespace of US adversaries in the early twenty-first century. This environment poses unique challenges, especially to air and space warfare. The difficulty of sorting friendlies from enemy combatants, the latter intermingled with large numbers of noncombatants in very confined spaces, creates serious dilemmas for maneuver and aviation forces. Colonel Kemper believes that this mission, though well documented, has received neither the priority nor the resources necessary to ensure operational excellence and success on the modern battlefield. This study analyzes whether special operations forces (SOF) should use unmanned aerial vehicles (UAV) to support intelligence, surveillance, reconnaissance, communications, and resupply capability deficiencies. The author’s objective is to review the missions and requirements of the United States Special Operations Command, examine current and future unmanned aerial vehicle technologies, and analyze whether unmanned aircraft technologies are mature enough to meet the demanding special operations mission. The result of the analysis is that unmanned aerial vehicles have tremendous potential. But, due to the technological limitations and a lack of systems maturity, unmanned aerial vehicles lack the range, reliability, datalink capability, and size to meet SOF needs at this time. Under command of British general Allenby, the EEF successfully executed one of the most decisive engagements in any theater of World War I. Ably employing and synchronizing infantry, cavalry, and air forces, Allenby provided future military professionals and historians with a shining illustration of the efficacy of combined arms operations. The purpose of this paper is to determine to what extent and how the joint forces commander (JFC) should control support from space forces. To examine this issue of in-theater control of space forces more closely, this study is divided into five chapters. Following the introduction chapter 2 looks into how space forces were planned for and employed during Desert Storm. This chapter discusses who was in charge and what planning processes were used. In chapter 3 lessons and initiatives to improve planning and employment of support from space forces are discussed. Chapter 4 explores the possible need to have one individual in-theater clearly identified as being responsible for directing space forces. Centralized control, similar to air, may have beneficial effects that allow joint commanders to take better advantage of space forces’ full potential. During the Lebanon conflict, the Israeli Air Force(IAF) employed the most advanced combat aircraft in the world to attack targets in southern Lebanon in an effort to compel the Palestine Liberation Organization (PLO) and Shi’ite forces to reduce the frequency of guerrilla attacks against Israeli ground troops. This thesis evaluates the effectiveness of those air raids in supporting the Israeli coercive strategy. This study contends there were two reasons for this failure. First, the asymmetry of motivation favored the Shi’ites, which negated the effectiveness of air strikes as a“carrot.” Second, the air strikes were unable to create a realistic fear of escalation for the targets. This was caused by two factors: the Lebanese environment and the inability of the air strikes to add significantly to the costs of the target organizations....
