This thesis follows the history of joint targeting boards since World War II to illustrate the foundations that have led to today’s joint airpower targeting process. Having established the historical background, this thesis explores the current solutions for determining airpower mission and target priorities. Using the principles of war as a framework for analysis, this thesis compares the relative advantages and disadvantages of each model to determine whether a targeting board is an effective tool for the JFC in future operations. In the end, this thesis finds a Joint Targeting Coordination Board integrated into the air component staff as the greatest potential for providing a future joint commander with an effective process for determining airpower mission priorities and selecting targets. This paper examines the long development of precision guided bombs to show that the accuracy attained in Desert Storm was an evolution not a revolution in aerial warfare. This evolution continues and gives offensive airpower the advantage over the defense. Guided bomb development started during World War One with the “aerial torpedo”. When Desert Storm initiated in 1991 there were very few guided weapons that had not been extensively tested on training ranges and in combat. The primary conclusion of this study is that airpower, as a pervasive element of combat operations, will have an important impact on any peace enforcement operation. Strong, centrally controlled air forces serve to assert escalation dominance at the higher end of the conflict spectrum. They can also provide a coercive force that can threaten to escalate the fighting beyond peace enforcement on short notice.However, in almost all cases tactical aviation and special operations aircraft will be critical to support or protect ground forces and help control violence at the lower end of the spectrum. Peace enforcement operations are likely to succeed only when airpower is combined with dominant ground forces and strong diplomacy. During the Lebanon conflict, the IAF employed the most advanced combat aircraft in the world to attack targets in southern Lebanon in an effort to compel the Palestine Liberation Organization (PLO) and Shi’ite forces to reduce the frequency of guerrilla attacks against Israeli ground troops. This thesis evaluates the effectiveness of those air raids in supporting the Israeli coercive strategy. This study contends there were two reasons for this failure. First, the asymmetry of motivation favored the Shi’ites, which negated the effectiveness of air strikes as a“carrot.” Second, the air strikes were unable to create a realistic fear of escalation for the targets. This was caused by two factors: the Lebanese environment and the inability of the air strikes to add significantly to the costs of the target organizations. The method or objective of Strategic Paralysis is to selectively attack or threaten those strategic or national level targets that most directly support the enemy’s war-making efforts and will to continue with his current behavior. This study first provides a general discussion of peacekeeping and constructs a comprehensive framework to categorize and analyze the role of air power in peacekeeping. Next, several recommendations are presented concerning command and control, doctrine, and organizational issues. In the end, this study concludes that the role of air power in peacekeeping is primarily auxiliary. Nevertheless, among the potential US contributions to UN peacekeeping, air power may be the best medium as it offers capabilities different from those currently available to UN forces. The term real-time information into the cockpit (RTIC) involves systems capabilities required to provide aircrews timely and essential off-board information to allow mission adjustments in response to rapidly changing combat conditions. The term military technical revolution (MTR) requires converging technological products which have a demonstrated military utility, and military recognition that the application of these converging technologies will cause a radical change in the character of warfare over a very short period of time. This thesis assesses the capabilities of RTIC from two perspectives: its impact on the air tasking process, and the command and control flexibility it affords the joint force air component commander (JFACC). It concludes that the impact on the air tasking process is evolutionary, not revolutionary—current RTIC capabilities remain largely dependent on human-intensive operations which limit reductions in decision cycle times. Power projection is defined as the finite application of military power by national command authority to achieve discrete political ends outside the borders of the United States, its territories, and possessions. This study attempts to determine whether air component commands are capable of developing an effective airpower strategy. It examines US Central Command Air Forces (CENTAF) because of its recent experience in developing and executing a sizable airpower contribution to a theater campaign. The author sets the background by describing CENTAF’s role in the Persian Gulf War theater campaign strategy. The conclusion is that the commander in chief (CINC) of Central Command did not think that CENTAF had an acceptable holistic airpower strategy in August 1990 and therefore requested the assistance of the Air Staff at the Pentagon. This paper analyzes the evolution of strategic bombing doctrine in order to identify the basic doctrinal tenets and then evaluate their compatibility with emerging stealth technologies. Current doctrine is an evolution of existing doctrine, theory, and experience. Therefore, to comprehend fully the meaning of doctrine, it is necessary to trace its lineage. As airpower arrived only recently in the doctrinal arena, no previous doctrine existed. Therefore, this analysis begins with the early airpower theories which provided the roots of evolution. Giulio Douhet is the most famous of the early theorists and his work provided a basis upon which to build. Following World War II (WWII), Bernard Brodie modified Douhet’s theory to incorporate atomic weapons and the experience to date. As theory evolved, so did early Air Corps "unsanctioned" doctrine. By testing each tenet against the demands of emerging stealth technologies, the paper finds that existing doctrine is basically sound, but incomplete. Two examples from twentieth-century conflicts demonstrate the potential that missiles possess to disrupt an opponent’s land-based airpower and achieve significant political consequences. Iraq’s use of Scud ballistic missiles in the 1991 Persian Gulf War produced nearly instantaneous political effects. The Scuds did not threaten the coalition military forces opposing Saddam Hussein, but instead threatened the existence of the coalition itself by nearly bringing Israel into the war. Negating this threat demanded an urgent response from land-based airpower, and large numbers of coalition aircraft were forced to perform a new mission: Scud Hunting. Almost 50years before Desert Storm, the Allies in World War II had faced a similar threat from the V-1 and V-2. Thousands of sorties were diverted to bomb missiles that were chiefly fired at London and Antwerp.
